Lint is lightweight, and a horizontal wall termination gives it a straight, mostly downhill shot out of the duct on a puff of warm air. A vertical roof termination asks the same lint to travel upward and then turn to exit sideways or downward through a cap opening, and gravity is working against it the entire way. Some of it never makes the trip. It settles on the low side of every bend, on the inside of the cap itself, and along any seam where the duct was taped rather than properly connected.
Over a season or two, that buildup narrows the opening the same way a clogged filter would, and the dryer has to work harder to push exhaust through a smaller gap. That work is a duct and framing project more than a roofing one, and it is usually best scoped alongside an HVAC or general contractor who can open the wall and frame the new penetration correctly.
When rerouting is not practical, whether the layout will not allow it or the existing run is already reasonably short and straight, the honest fix is doing the roof termination properly rather than replacing one problem with another.
