A roof that measures 24 squares does not get built with exactly 24 squares of shingles. Every roof carries a waste factor, the extra material consumed by cuts and details that never end up as usable coverage. Shingles get trimmed at rakes, cut into valleys, notched around penetrations, and sacrificed to starter courses and ridge cap. A simple gable roof might run a waste factor around ten percent; a cut-up roof with multiple hips and valleys can push fifteen percent or higher.
That is not padding, it is physics. Starter strip runs the perimeter, ridge cap runs every hip and ridge, and a valley eats a diagonal strip off every course that crosses it. A crew that orders too tight runs short mid-job and waits on a delivery; a crew that orders honestly builds the waste into the square count from the start.
