Before anyone gets on a ladder, the pattern of what is missing tells its own story from the ground with a good pair of binoculars or a zoomed phone photo. Bare deck is a different story. If the underlayment tore away along with the shingle, or a prior repair never restored it properly, or the missing section sits at a seam where two rows of underlayment meet, the raw plywood or OSB deck is exposed directly to rain. Wood decking has no waterproofing of its own.
