Here is the sequence in plain terms. The inspector walks the roof first for a general read, choosing a section on each slope that looks ordinary rather than picking the single worst-looking patch or the cleanest one on purpose. Functional hail damage means the impact fractured or displaced the shingle mat in a way that shortens the shingle's service life or compromises its ability to shed water, confirmed by that touch test.
